Please join the Central PA Council as we discuss dealing with non-owner occupied units such as rentals in your community association. This education forum will be held as round-table style presentations and all attendees will visit each presentation.

Speakers & Topics:

1. Rob Hoffman, Esq., Marcus & Hoffman
Rental Restrictions – Rob will discuss the enforcement of existing rental restrictions which may exist within your communities governing documents and the means by which the association may create new restrictions. Rob will also discuss the implementation and enforcement of rental restrictions such as rental caps.

2. Aaron Marines, Esq., Russell, Kraft & Gruber
Airbnb and Short Term Rental issues. At this roundtable, Aaron will discuss the following:
  • Overview of potential problems caused by vacation rentals
  • How to tell if your documents prohibit vacation rentals
  • If your documents have some ability to regulate rentals, strategies to effectively stop them
  • Does the community really want to prohibit vacation rentals?  If not, are there measures to regulate or lessen the impact?

3. Glenn Lehman, CMCA, Lehman Property Management
Non-individual owned units (e.g. investors; bank owned; trust/entity owned). At this table, Glenn will go over understanding the investors point of view and provide suggestions on how to deal with them in the community, present different options for dealing with bank owned properties, and discuss any extra considerations that need to be considered when a property is owned by a trust or other entity.

4. Steve Dzuranin, Esq.,Wix, Wenger & Weidner
This round table presentation will focus on collections – Steve will review information on obtaining judgments; collecting on other property of the owner; attachment of rents; and record keeping for future collection actions 

5. Samantha Summers, CMCA, AMS, Associa, Mid-Atlantic
Enforcement of Restrictions – this presentation will explain the importance of proper restrictions in your governing documents before any restriction enforcement can begin against an owner or a tenant. We will also discuss how to enforce violations and due process with landlords and tenants; We will go over how to properly communicate with tenants and landlords especially if there is an absentee or difficult landlord situation.
